C | 打破旧版二元划分模式,将城市公共设施划分为市政设施、公共服务设施、数字公共基础设施三大类,新增低空基础设施、社区服务设施相关内容,首次系统规范城市信息模型(CIM)、算力中心、城市感知终端等数字底座管理要求,让分类更具前瞻性和包容性。 三是厘清多元权责闭环。明确产权单位、运维单位、行业主管部门管理责任,搭建社会组织、志愿者、市民共同参与监督的多元治理闭环,细化规划建设、日常运维、检修养护、应急处置全流程实操细则。 四是完善数字化与数据治理规则。
